Childminding Regulations 2024

The Childminding Regulations 2024 in Ireland mark the first dedicated regulatory framework for childminders, introduced in September 2024 as part of the National Action Plan for Childminding. Their purpose is to bring home-based, paid (non-relative) childminding into the early-years regulatory system, offering improved safeguards for children and allowing families who use registered childminders to access supports such as the National Childcare Scheme.

Under the new rules, childminders who provide care in their own home can register with Tuslaand must meet requirements around training, Garda vetting, suitability checks, record-keeping,and safety standards, while operating within tailored, home-setting-appropriate regulations.They may care for up to six children at one time, with no more than two under 15 months. Athree-year transition period, running until September 2027, allows childminders to registervoluntarily and prepare for full compliance before registration becomes mandatory.

Overall, the regulations formally recognise childminding as part of Ireland’s childcare systemwhile keeping requirements proportionate to home-based care.
